normal?

Is this normal? Take a look at the following pictures. This happened
at a neighbourhood in Chengdu yesterday afternoon.

According to a supervisor of a nearby construction site, this is
NORMAL. Really? You have mud with water flooding up from
underground. What on earth is being done underground that had push
water up and cracked road. I am not an engineer. Anyone?
